Hyuuga Neji, part of the Hyuuga Clan, is a very bitter little boy. He believes his father was killed by the Main House of his clan, and is just a teeny bit ticked off at the Main House for this. He especially despises his cousin, Hinata, heiress to the clan, saying she is useless and sub-par as a shinobi and a leader.

A brief background of the character ( Minimum 300 words ): Neji was born to Hyuuga Hizashi, twin brother of Hyuuga Hiashi, and unfortunately for him - he was also born part of the Branch House of the clan. Because of this, he was given the Hyuuga's Caged Bird seal, which allows any of the Main House to kill him at will by more or less, frying all his brain cells. This can also be used to cause pain. The reason for this is not only to protect the secret of the Byakugan White Eyes (the clan's kekkei genkai, or bloodline ability), but also to keep the Branch House 'underneath' the Main House.
As a child, his father sacrificed his life so that a peace treaty between Konoha and Kumokagure could be kept, although he believed that the Main House killed him. After this, he began to resent the Main House.
He graduated from the Academy at the top of his class, and was put in a team with Rock Lee and Tenten (no surname D:), with Maito Gai as their teacher. He often trains with Tenten and ridiculed Lee for his ideals. Both he and Tenten seem to get a little irritated at Lee and Gai's antics sometimes.
His team enters the Chuunin Examinations at the same time as the Konoha 11 (or rather, at the time, the Konoha 12), and gets through the first two parts, as well as the preliminaries to the third. The first round was a written examination, with extremely difficult questions. The point of the test, however, was not to test their intelligence, but their intelligence gathering skills. The second part is a survival test - being able to survive in the Forest of Death, which is already a deadly place, as well as ambushes. It also tests how well each team can ambush each other. Each team is required to get both an Earth and Heaven scroll to pass. Half the teams get Earth scrolls, the other half Heaven scrolls. The third part is a one-on-one tournament. The preliminaries took place right after the second test, however, the tournament did not take place until a month afterward so the competitors could train and gain new abilities.
He uses his Byakugan to get through the written examination, by seeing through peoples' bodies in order to get their answers. In the Forest of Death, he takes a leader role in the team and gives orders to his other teammates, although it is never shown who or how their team gains the scroll necessary to pass the test.
The third part of the test is when Neji really shows his personality, though. Because there are still too many entrants, a preliminary to the third part of the Examinations is required. He faces off in a one-on-one battle with his cousin, Hyuuga Hinata - a member of the Main House, and heir to their Clan. He mentally attacks her before physically doing so, and in the end, nearly kills her, and the jounin are required to jump in to stop him from doing so.
During the month between the prelims and the tournament, he trains with Tenten and perfects two new abilities - the Hakkeshou Kaiten and the Hakke Rokujuu Yonshou.
In the first round, he faces off against Uzumaki Naruto. Although he uses the Hakke Rokujuu Yonshou to block off 64 of Naruto's chakra points, Naruto manages to win using the Kyuubi's chakra. During the fight, Neji reveals the history of the Hyuuga Clan and his cursed seal, and during the end of the fight, Naruto vows to change the Hyuuga clan for him.
During the whole Chuunin Examination arc, Neji is very fatalistic, claiming that people cannot escape their fates and that only certain people are chosen for certain things. However, after losing to Naruto, he seems to lose his fatalism.
He doesn't play a major part until the Sasuke Retrieval arc, where he accompanies Shikamaru's team to (as the title implies) retreieve Sasuke. He is forced to face off against Kidoumaru, and nearly dies in the battle. Kidoumaru discovers the weak point of the Byakugan - a one degree point of blindness - and uses it to try and sneak attack him. Neji lets Kidoumaru to pierce him with an arrow so he could attack using the thread that connected Kidoumaru to the arrow (Kidoumaru more or less spat these arrows out, and they stayed connected to his mouth until he snapped the arrow off), killing Kidoumaru. He is left in critical condition. However, he is brought back to Konoha and healed by a team of medic-nin using an extremely large seal and his hair as a medium.
In his last appearance in Naruto I, he is seen training with Hiashi and getting along fine with Hinata. (And I could go into the Shippuden, but it won't really pertain - see below!)
Just clarification, because I can and feel like it - All Hyuuga have the Byakugan. Using them, they can see through things, as well being able to see further than normal people, and have 359 degree vision. They use this ability to see peoples' keirakukei and tenketsu to damage the internal organs and block off chakra points. Because people cannot use chakra to strengthen their organs, this style of fighting (Jyuuken, or gentle fist), is very effective. The Hakkeshou Kaiten is a defensive move in which the defender expels chakra from all of his chakra points and spins in a circle, stopping and deflecting attacks. The Hakke Rokujuu Yonshou is a series of quick attacks that block off 64 chakra points in the body.
Remember - Neji is fourteen right now and has not yet actually been to the Chuunin Finals. Let's make this fun, mm? >D
Pairings: For this role play, I'm pretty willing to pair Neji up with anybody from any series. It's fun to play with his pre!final personality, so I'll try and make almost any pairing work. :D
